Lalu Yadav, 15 others convicted

Former CM of Bihar Lalu Prasad, other convicted in the fodder scam case were send off to Birsa Munda jail, where security has been tightened, CBI sources said.
CBI judge Shivpal Singh pronounced the verdict in a packed courtroom in the case pertaining to fraudulent withdrawal of Rs 89.27 lakh from Deoghar Treasury between 1991 and 1994.
The court will pronounce on 3rd of Jan 18, the quantum of punishment to Lalu Prasad and 15 others convicted in fodder scam case .
Special court acquitted 80-year-old Jagannath Mishra and five others — former Public Accounts Committee chairman Druv Bhagat, former Indian Revenue Service officer A C Choudhary, fodder suppliers Saraswati Chandra and Sadhana Singh and former minister Vidya Sagar Nishad.
Those convicted,besides Lalu Prasad are political leaders Jagdish Sharma and R K Rana, IAS officers Beck Julius, Phoolchand Singh and Mahesh Prasad, and government officials Krishna Kumar and Subir Bhattacharya. The others are suppliers/transporters Tripurari Mohan Prasad, Sushil Kumar Sinha, Sunil Kumar Sinha, Raja Ram Joshi, Gopinath Das, Sanjay Agarwal, Jyoti Kumar Jha and Sunil Gandhi.
RJD leader Raghuvansh Prasad Singh has said the party will move the high court against today’s CBI court order.
The RJD chief has already been convicted in another fodder scam case that cost him his Lok Sabha seat and his disqualification from contesting elections.

Sana’a—The two-and-a-half-year-old conflict in Yemen has left a catastrophe. The crisis has continued to deteriorate following last month’s escalation of fighting in the north, as well as explosions in the south.
Essential services have collapsed and approximately 75 per cent of Yemenis need humanitarian assistance. A cholera outbreak has affected 21 of the 22 Governorates, while only 50 per cent of health facilities remain functioning in the country.
Famine has also increased the suffering of the war-torn country’s population with an estimated 7.3 million people, including 2.4 million children under five, in need of urgent life-saving food assistance.
IOM staff has been prevented from leaving their homes during this period, and their capacity to reach people in desperate need of humanitarian aid has been greatly affected. Access continues to be a major issue, as several main roads remain blocked. Fuel shortages have also limited the humanitarian community’s ability to transport aid.
“The world has almost never seen something as grave as the humanitarian crisis in Yemen,” said William Lacy Swing, UN Migration Agency Director General. “With such a complex situation in the country, reaching people in need – both Yemenis and migrants – is a priority for all IOM at all levels. Despite the deteriorated security situation and challenges on the ground, IOM is still operating across all the 22 Governorates of the country but if the situation continues to worsen I am not sure we will be able to protect the lives we are now for much longer,” said DG Swing.
Since the start of December, IOM has provided nearly 20,600 medical consultations to internally displaced peoples and other conflict-affected Yemenis via 22 mobile health teams and two permanent health facilities. These provide life-saving emergency healthcare. Some 3,231 people have received psychosocial support through IOM individual and group sessions. IOM’s mobile health teams also have been able to reach children and lactating women in the remote areas where services have been destroyed or absent.
As part of the humanitarian community’s cholera response, IOM treated 25,324 suspected cholera/acute watery diarrhoea cases so far in the last five months of this year. IOM supports 13 Diarrhoea Treatment Centers and 66 Oral Rehydration Points (ORPs) in seven Governorates: Taiz, Hajjah, Al Hudaydah, Shabwa, Abyan, Al Dhale’e and Ibb.
“The security situation is unstable, forcing us to change our implementation plans weekly,” said Said Mageed Alkaladi, IOM Senior Emergency Operations Assistant, a Yemeni humanitarian worker in the South. “We always search for new ways to reach people most in need with aid. A big part of this is speaking with the affected communities regularly to find the best way to implement and to meet their needs. We are part of these communities and we stand accountable to meet the needs in a timely manner despite all the challenges,” said Alkaladi.
Access to clean water and safe sanitation is closely linked to improving the dire health situation in Yemen. To complement its healthcare support, IOM is providing water chlorination, water trucking, solid waste management, distribution of cholera/hygiene kits and hygiene awareness sessions. Over the past few weeks, IOM has rehabilitated water sites, increasing access to safe drinking water for people in Lahj, Abyan and Shabwa Governorates.
Through its Displacement Tracking Matrix (DTM), IOM monitors the needs of conflict-affected Yemenis. The data is used to tailor the humanitarian communities’ response to the crisis. One of the greatest needs found among those displaced in the country is shelter.
Over the past three weeks, IOM was able to distribute around shelter and relief kits, which include materials to build or reinforce shelters, ensuring that over 5,600 families in the northern Governorates of Taizz, Ibb, Hajja and Amran had a roof over their heads. This month, IOM has also helped 45 displaced families relocate from 11 schools and build safe shelters to live in, while then renovating the schools so that they are back in use by teachers and students.
Although Yemen is facing one of the gravest humanitarian crises in the world, around 80,000 migrants have entered the country from January to October this year. These migrants usually hope to transit through the Yemen to reach the countries beyond, but often find themselves trapped at the conflict’s front lines in a dire need of protection and lifesaving assistance.
Through its two Migrant Response Points in Aden and Al-Hudaydah, as well as its patrolling teams along the Yemeni coast, IOM is supporting stranded migrants by providing aid and humanitarian return assistance.
Over the past three weeks, more than 4,100 migrants received medical assistance through IOM health facilities, in addition to 1,100 migrants who received psychosocial support.
Last week, IOM, in coordination with UNHCR, helped 150 Somali refugees return home through the port of Aden. Tomorrow (23/12), IOM expects to help an additional 100 Ethiopian migrants leave Yemen’s conflict through the port of Houdaida.

2G: CBI bungled in focusing on policy, not criminal intent
New Delhi: The criticism that the CBI faltered on many aspects of the 2G case is not completely incorrect as it seems to have concentrated more on the policy formulation rather than seeking to establish criminality of the accused politicians and corporate bigwigs. The agency arrested DMK leader A Raja, other public servants and corporate honchos in 2011 and filed a charge sheet within three months, and followed it up by defending its evidence in court. But as the trial progressed, CBI didn’t focus enough on proving criminal intent for bribes paid to Raja, former telecom secretary Siddharth Behura and Raja’s private secretary R K Chandolia. “The bank documents, cheques related to transfer of Rs.200 crore from DB Realty Group to Kalaignar TV, which was definitely a bribe, were collected but more documentary evidence that the money was meant for those in government could have been collected,” said a former CBI officer.

Kolkata, December 23, 2017: It’s going to be a face-off between Indian golf’s young guns, Delhi’s Rashid Khan and Chandigarh’s Shubhankar Sharma, in the final round of the Rs. 1.5 crore McLeod Russel Tour Championship 2017. 
The 26-year-old Rashid, a two-time Asian tour winner, extended his lead to two shots in round three of the PGTI’s year-end championship as a result of his third straight five-under-67 that took his score to 15-under-201 at the Royal Calcutta Golf Club (RCGC). 
Twenty-one-year-old Shubhankar Sharma, fresh from his recent win on the European Tour, carded an error-free 67 that saw him rise from third to second place at 13-under-203. He is likely to be the most serious challenger to Rashid as the rest of the field is another five shots behind.
Shamim Khan of Delhi, the current PGTI Order of Merit leader, carded the day’s best score of 66 to climb 11 spots to tied fifth at seven-under-209. Shamim is now on the cusp of winning his second PGTI Order of Merit crown as his nearest rivals on the money list, Ahmedabad’s Udayan Mane and Sri Lankan Anura Rohana, are placed 10 and seven shots behind him respectively. 
Rashid Khan (67-67-67), the overnight leader by one, enjoyed yet another solid start as he sank three birdies on the first five holes. He stumbled in the middle with consecutive bogeys on the sixth and seventh but rallied with a fabulous back-nine that featured four birdies. 
The wiry Khan, the reigning PGTI Order of Merit champion, had a lucky break on the 15th where his second shot was heading out of bounds but bounced on the cart path and landed behind the bunker enabling him to make an up and down for birdie. Rashid also closed the round in style with his third 15-footer birdie of the day.  
Khan said, “I started well once again and that got my rhythm going. A bad lie on the sixth and the ball catching mud on the seventh resulted in bogeys. But thereafter I kept trying to hit the greens to create chances. That worked out well for me as I birdied the 11th and got back in the groove. 
“Playing five-under on all three days is fantastic. I couldn’t have asked for more. I’m making most of the putts and that’s been the key for me this week. It’ll be a tough fight with Shubhankar as he’s playing really well and is high on confidence. I’ll have to work hard for the win as nothing comes easy at the professional level.” 
Shubhankar Sharma (66-70-67) came back roaring after a sedate second round. Shubhankar, who was hitting it better and finding more fairways on Saturday as compared to round two, picked up three birdies on the front-nine and two more on the back-nine.
Sharma, the youngest Indian winner on the European Tour, had a 12-feet eagle putt on the 15thwhich he missed narrowly. He ended the round in style with a 25-feet birdie conversion on the 18th. 
Shubhankar said, “It struck it much better today. My putting was decent but still not as good as the first day. I need to give myself more chances on the greens. Importantly, I managed to keep the errors out today. 
“I feel the stretch between the 14th and the 17th is really good for scoring. So those holes could be decisive in the final round. 
“Even though there is tough competition between us, Rashid and I have enjoyed playing together over the last two days. There is less stress in the group as we enjoy each other’s company on the course.” 
Gurgaon-based Veer Ahlawat moved up from overnight tied sixth to tied third after posting a 68 that featured an eagle-two on the 16th where he drove the green and made a 30-footer. 
Veer shared the third spot with Bengaluru’s Rahil Gangjee (73) at eight-under-208. Gangjee slipped one spot from his overnight second position. 
Shamim Khan (66), staring at his second PGTI Order of Merit win after 2012, was tied for fifth along with Chandigarh’s Ajeetesh Sandhu (69) and Patna’s Aman Raj (70) at seven-under-209. 
Local favourite SSP Chawrasia (72) was tied 10th at five-under-211. 
Kolkata rookie Viraj Madappa is all set to win the PGTI Emerging Player of the Year title. Viraj, placed tied 12th at four-under-212, is currently six shots ahead of Karandeep Kochhar, his nearest rival in the Emerging Player race.

Interacting with a group of young girls and boys along with media, during a special interaction in the capital today, UNICEF Global Goodwill Ambassador, Priyanka Chopra said, “Adolescents today face a unique set of challenges. Giving them the tools to improve their lives will help create a generation of economically-independent citizens who will actively contribute to their communities. Investment in adolescents can lift millions out of poverty by creating a constructive and skilled workforce.”
“I strongly believe that our regular efforts in empowering adolescent girls will contribute to the growth of our country” she added. Focusing on the issue of child marriage, she said, “A girl who is married as a child is more likely to be out of school, experience domestic violence. She is more likely to have children when she is still a child. There are more chances of her dying due to complications during pregnancy and childbirth.”
India is home to more than 243 million adolescents, who account for a quarter of the country’s population. Coordinated efforts are crucial for the socio-economic development of adolescent girls and boys with a special focus on adolescent empowerment. Ending child marriage, enabling access to secondary education and transition to work can be a game changer for India’s future growth and development.
Adolescence offers a second chance to those who may not have got the requisite support during early childhood. While adolescence is an age of opportunity, it is also a time of vulnerability. Adolescent girls may be vulnerable to child marriage, dropping out of school, face gender based violence at home and in public spaces and have limited opportunities to transition into paid, formal work. During this period, adolescent boys, may be vulnerable to paid child labour and consequently miss school.
A study on ‘Supporting Adolescent transition to adulthoods – “What Works and What Doesn’t” was also shared on this occasion. The findings from UNICEF’s joint study with Abdul Latif Jameel Poverty Action Lab (J-PAL), a global research network explores evidence on social protection measures for adolescents.
Teenage populations are a unique demographic asset that is often overlooked. Young adolescents are often invisible in discourse and data, falling between programmes and policies focused on children and on the youth. By investing in adolescent education and training, countries can reap a large and productive workforce, contributing significantly to the growth of national economies.
